Because -15 = Left and +15 = Right, does the -/minus Left mean negative bad side and the +/plus Right mean positive good side? Or, no? Or, are -/minus 15 Left and +/plus 15 Right both good sides?

The numbers just mean how far the audio is shifted to the left or right, it's not really negative/positive or bad/good. So balance at -15 is the audio completely shifted to the left, balance at +15 is the audio completely shifted to the right.

It does the same thing on my Phillips TV. The Balance number range and Equalizer dB range are both at -10 minimum and +10 maximum.
